NON VBV SITES 2026: THE COMPLETE UNDERGROUND GUIDE TO CARDABLE WEBSITES, PAYMENT BYPASSES & VERIFIED LISTS

Last Updated: September 2026 | By Blackhat Pakistan Community | 15+ Minutes Read

Hey fellows, welcome back to Blackhat Pakistan.

No time wasted, no fluff, no recycled garbage from 2019. This is the real deal — a complete, verified, constantly updated guide to non-VBV sites that actually work in September 2026. Everything here is tested, documented, and written by the community, for the community.

📌 WHAT IS NON-VBV AND WHY DOES IT MATTER IN 2026?

[H=2]Understanding the Verification Wall[/H]

Every time you swipe a card online, the transaction passes through a verification stack. This stack has multiple layers, and each layer either lets the transaction through or blocks it. Here's the deal — most people don't understand that not all cards are created equal.

The Three Verification Layers:

LayerWhat It DoesCan It Be Bypassed?
CVV/CVC CheckVerifies the 3-digit code on the back of the card✗ No — mandatory on all online transactions
AVS (Address Verification)Checks if billing address matches bank records◐ Partial — ZIP-only AVS is weak
3D Secure (VBV/MSC)Redirects to bank page for OTP/password✓ Yes — if card is non-VBV, this layer is skipped entirely
Stripe Radar / AI FraudMerchant-side behavioral analysis◐ Partial — depends on merchant configuration

Non-VBV means the card's issuing bank has NOT enrolled the card in the Verified by Visa (VBV) or Mastercard SecureCode (MSC) program. When a card is non-VBV, the 3D Secure layer is completely skipped — no redirect, no OTP, no password prompt. The transaction processes with just the card number, expiry, and CVV.

This is why non-VBV sites matter: Even if a site uses 3D Secure, a non-VBV card will bypass it. The site itself becomes "cardable" because the verification wall that normally blocks fraudulent transactions simply doesn't activate.

The 2026 Reality Check:

Let me be straight with you — the days of easy carding are fading. Banks are enrolling more cards in VBV every quarter. Stripe Radar is getting smarter. AI-powered fraud detection is catching patterns that slipped through in 2024. But here's the thing: there are still hundreds of sites that either skip 3DS entirely or use permissive configurations that let non-VBV cards through. You just need to know where to look and how to test.

This isn't some recycled PDF from 2019 that's been copy-pasted across 50 forums. Every site in this list has been verified by the Blackhat Pakistan community in 2026. We test, we document, we update. When a site gets burned, we remove it. When a new one appears, we add it. This is a living document maintained by people who actually use these sites — not some blogger who copied a list from a Russian forum.

🔍 HOW TO IDENTIFY NON-VBV SITES (STEP BY STEP)

[H=2]The Professional Testing Protocol[/H]

Before you waste a single BIN on a site, you need to understand how to test properly. Here's the exact methodology used by experienced operators:

Step 1: Gateway Identification

Every site uses a payment processor. The processor determines how aggressive the fraud detection is. Here's what to look for:

ProcessorFraud Detection LevelNon-VBV Friendly?How to Identify
StripeModerate (merchant-configurable)✓ Yes — if merchant uses default RadarLook for "stripe.js" or "Stripe(" in page source
PayPalHigh (aggressive by default)✗ No — mandatory CVV + email verificationPayPal button or "paypal" in checkout URLs
BraintreeLow-Moderate✓ Yes — more permissive than PayPal"braintree" or "client.js" in source
Authorize.netLow✓ Yes — basic AVS/CVV only"authorizenet" in scripts or form action
Shopify PaymentsModerate (plan-dependent)◐ Depends on merchant planShopify checkout with Stripe under the hood
SquareModerate◐ Variable"square" in payment scripts

Step 2: The BIN Match Test

Not every non-VBV BIN works on every site. You need to match the BIN to the site's requirements:

Country matching: A US-issued BIN works best on US-based sites. International BINs on domestic sites trigger fraud flags.
Card type: Credit cards have higher success rates than debit cards for online transactions.
BIN reputation: Some BINs are blacklisted by specific merchants. Check BIN databases before use.
Balance: A non-VBV BIN with $0 balance is useless. Always verify balance before testing.

Step 3: The Proxy Setup

NEVER test without a proper proxy. Ever.

Proxy TypeBest ForCostRecommendation
Residential SOCKS5High-value transactions, long sessions$2-5/IPBEST — hardest to detect
Datacenter SOCKS5Quick testing, low-value transactions$0.50-1/IPGood for testing BINs
HTTP ProxyBasic browsing only$0.10-0.50/IPNOT recommended for transactions
VPNGeneral anonymity$3-10/moOK for research, not for transactions

Step 4: The Browser Environment

Set up a clean environment for each session:
• Fresh browser profile (no history, no cookies)
• Timezone matching the proxy location
• WebRTC disabled (prevents IP leaks)
• User-Agent matching the proxy's region
• No browser extensions that leak fingerprint data

Step 5: The Cart Protocol

Don't just checkout immediately. That's amateur behavior and triggers fraud flags:

1. Browse first: Add items to cart, browse related products, spend 3-5 minutes on the site
2. Cart delay: Leave items in cart for 10-30 minutes before checkout
3. Realistic info: Use billing info that matches the BIN's issuing country
4. Start small: Test with $10-30 items first, not $500 electronics
5. Document everything: Record decline codes, success rates, and which BINs work

Here's a technique that most guides don't cover. After you add items to cart and see the checkout page load successfully (even if the transaction declines), CLOSE the browser. Don't click back, don't try again immediately. Wait 24-72 hours, then come back with a fresh proxy and a different BIN from the same bank. Sites that pass the initial "cart test" often have weaker fraud detection on subsequent visits because they've already "seen" your session as legitimate. This technique works especially well on Stripe-powered sites where Radar uses session-based scoring.

📁 SITES BY CATEGORY — DETAILED BREAKDOWN

[H=2]Category 1: Digital Goods & Software (Highest Success Rate)[/H]

Digital goods are the gold standard for non-VBV sites. No shipping address means no AVS check. No physical product means faster delivery and less fraud detection.

SiteWhat You GetPrice RangeWhy It Works
NamecheapDomains, hosting, SSL$10-$500Stripe with permissive Radar, ZIP-only AVS

VultrCloud hosting$5-$500Direct processing

[H=2]Category 2: Fashion & Apparel (High Value)[/H]

Fashion sites ship physical products, which means AVS and shipping verification. But many mid-tier retailers use Stripe with default settings that are surprisingly permissive.

[H=2]Category 3: Electronics (Highest Profit, Highest Risk)[/H]

Electronics sites have the highest per-transaction value but also the most aggressive fraud detection. Only attempt these after you've confirmed the BIN works on lower-value sites.

[H=2]Category 4: Gaming & Entertainment (Best for Quick Testing)[/H]

Gaming sites are perfect for BIN testing because they're low-value and deliver instantly.

[H=2]Category 5: Subscription Boxes & Lifestyle (Recurring Revenue)[/H]

Subscription sites are interesting because once you get past the initial checkout, recurring billing often processes without re-verification.

💳 PAYMENT GATEWAY DEEP DIVE

[H=2]Stripe Radar: Understanding the Enemy[/H]

Stripe Radar is the most common fraud detection system you'll encounter. Here's how it works and how to work around it:

Radar SignalWhat It ChecksHow to Handle It
IP vs BIN CountryDoes the IP match the card's issuing country?Use domestic proxies matching the BIN's country
Device FingerprintUnique browser/device identifierFresh browser profiles, no fingerprint leaks
Email ReputationIs the email new or established?Use aged email accounts, not fresh ones
VelocityHow many transactions from this IP/fingerprint?Rotate proxies and fingerprints between sessions
BIN Risk ScoreIs this BIN flagged for fraud?Use BINs from smaller banks/credit unions
Transaction AmountIs the amount unusual for this BIN?Start with small amounts, test before going big

Most carders rotate their IP for every transaction. This is actually counterproductive with Stripe Radar. Radar tracks device IDs and associates them with IPs. If you flip your IP mid-session, your device ID becomes "orphaned" — it has no consistent IP history, which flags it as suspicious.

The correct approach: Keep the SAME IP for the entire transaction flow (from browsing to checkout). Only rotate when you start a completely new session. This way, Radar sees a consistent device with a consistent IP, which looks like legitimate behavior. Use a residential SOCKS5 proxy and stick with it for 30-60 minutes per session.

[H=2]PayPal vs Braintree vs Direct Processing[/H]

🛡️ OPSEC & SAFETY — DON'T GET CAUGHT

[H=2]The Five Rules of Operational Security[/H]

Rule 1: Never Reuse Anything
• Different proxy for each session
• Different browser profile for each site
• Different email for each merchant
• Different BIN for each test

Rule 2: Match Your Profile
If you're using a US BIN:
• Use a US residential proxy
• Set browser timezone to US
• Use US-English User-Agent
• Use a US-formatted billing address

Rule 3: Start Small, Scale Slowly
• First transaction: $5-15 (BIN test)
• Second transaction: $20-50 (site test)
• Third transaction: $50-100 (confidence test)
• Only then: $100+ (production)

Rule 4: Document Everything
Keep a log of:
• Which BINs work on which sites
• Decline codes and what they mean
• Which proxies worked
• Which browser configurations succeeded

Rule 5: Know When to Stop
If a site starts declining after successful transactions, STOP. Don't push it. The site's fraud detection has flagged your pattern. Move on to a different site.

Your browser fingerprint is a unique combination of your screen resolution, installed fonts, WebGL renderer, canvas fingerprint, audio fingerprint, and dozens of other parameters. Even with a proxy, a unique fingerprint can track you across sessions.

Tools to manage fingerprints:
• Multilogin ($99/mo) — creates isolated browser profiles with unique fingerprints
• GoLogin ($49/mo) — similar to Multilogin, more affordable
• Dolphin Anty ($89/mo) — popular among carding communities
• AdsPower ($9/mo) — budget option with basic fingerprint isolation

For budget operators: Use Tor Browser with default security settings. It normalizes fingerprints across all users, making you blend in with thousands of other Tor users. The downside is slower speeds and some sites block Tor exit nodes.

❓ FREQUENTLY ASKED QUESTIONS

[H=2]What does non-VBV mean?[/H]
Non-VBV means a card is not enrolled in the Verified by Visa program. When you use a non-VBV card online, the 3D Secure verification step is completely skipped — no OTP, no password redirect, no bank verification page. The transaction processes directly with just the card number, expiry, and CVV.

[H=2]How do I know if a site is non-VBV cardable?[/H]
Test it. Add a low-value item to cart, proceed to checkout, and observe what verification steps appear. If the checkout completes with just card number + expiry + CVV (no 3DS redirect), the site is non-VBV cardable. If you see a "Verified by Visa" or "Mastercard SecureCode" page, the site enforces 3DS.

[H=2]Do non-VBV sites still work in 2026?[/H]
Yes. While banks are enrolling more cards in VBV every quarter, many smaller banks, credit unions, and international issuers still have non-VBV portfolios. Additionally, many merchant sites either skip 3DS entirely or use permissive configurations that allow non-VBV cards to pass.

[H=2]What is the best country for non-VBV bins?[/H]
The United States has the highest concentration of non-VBV bins, primarily from smaller banks and credit unions. Malaysia and Brazil also have strong non-VBV availability. European countries have lower non-VBV availability due to PSD2 regulations mandating Strong Customer Authentication.

[H=2]How many non-VBV sites are there in 2026?[/H]
Our verified list contains 70+ sites across all categories. However, the actual number is much higher — thousands of small to mid-tier merchants use Stripe or similar processors with default settings that don't enforce 3DS. The challenge isn't finding them; it's testing them methodically.

[H=2]Can I use non-VBV bins for any type of transaction?[/H]
Non-VBV bins work best for digital goods and subscriptions where there's no shipping address to verify. Physical goods sites require AVS checks which add another verification layer. Always match the BIN's country to the site's primary market for best results.

[H=2]What's the difference between non-VBV and non-3DS?[/H]
They're essentially the same thing from different angles. "Non-VBV" refers to the card (the card isn't enrolled in VBV). "Non-3DS" refers to the site (the site doesn't enforce 3D Secure). A truly cardable site needs both: a non-VBV card AND a site that doesn't force 3DS on all transactions.

[H=2]How often is this list updated?[/H]
