Non-VBV means the card's issuing bank has NOT enrolled the card in the Verified by Visa (VBV) or Mastercard SecureCode (MSC) program. When a card is non-VBV, the 3D Secure layer is completely skipped — no redirect, no OTP, no password prompt. The transaction processes with just the card number, expiry, and CVV.

They're essentially the same thing from different angles. "Non-VBV" refers to the card (the card isn't enrolled in VBV). "Non-3DS" refers to the site (the site doesn't enforce 3D Secure). A truly cardable site needs both: a non-VBV card AND a site that doesn't force 3DS on all transactions.
